Well it appears everything in act is working fine except for power drains. For some reason they are not making their way to ACT. They show up in my chatbox and my character log, but for some reason, they dont show up in the encounter view. Any suggestions?
Not only do they not show up in the power drain (out) or power drain (inc), they do not show in the All Outgoing (ref).

I normally wouldn't mind this, but I believe it is the reason why I cannot get the Plugin to work for Venril's mana sacrifice.

I don't seem to find anything wrong with power drains in the English localization. The easiest way of finding out of ACT is parsing something is to use the Encounter Logs window displayed on the left side of this picture. Power drains are color coded purple or pink... something like that.

Ok, so the mana drain shows up in the encounter log, but seems a bit strange. Such as it places a "1" before the actual power drain (drains 1 456 of power). I don't believe this is a normal thing. See image. I suppose this is something on eq's side and not ACT? Do you think this is why it doesn't show up in the "power drain (out)" or "power drain (inc)"

I'm really trying to get this resolved as it is interfering with some of the plugins that I need.

Heh, and you're sure you're on an English localized server and not just setting your client to English? The only other thing I can think of is that you're using a non-standard Hits Mode on-screen formatting. They played with that during EoF beta and messed up the logging quite a bit. I would not be surprised if power drains were overlooked.

Thank You!! It was the hits mode, something I changed several years ago and forgot about. I was using the medium text hits mode and not the full. Solved the problem.
